The Office of Civil Defense is an organization within the Philippines’ Department of National Defense (DND) and serves as the implementing arm of the National Disaster Risk Reduction and Management Council (NDRRMC). As such, it has the primary mission of administering a comprehensive national civil defense and disaster risk reduction and management program by providing leadership in the continuous development of strategic and systematic approaches as well as measures to reduce the vulnerabilities and risks to hazards and manage the consequences of disasters.
To date, ADB has committed 612 public sector loans, grants, and technical assistance totaling $27.4 billion to the Philippines. Cumulative loan and grant disbursements to the Philippines amount to $22.01 billion. These were financed by regular and concessional ordinary capital resources, and other special funds. ADB’s ongoing sovereign portfolio in the Philippines includes 28 loans worth $8.33 billion.
LCCAD encompasses Disaster Risk Reduction as a basic step towards a clear Climate Change Adaptation development and integration for programs from policy-making stage to immersive implementation into bio-diversity, agriculture, water resources, wetlands, dry and humid lands, marine and coastal resources.
The three-pronged strategies of the LCCAD are DRR and CCA vis-à-vis quality education directed to the private and public partnerships.
It addresses the critical and vital needs of village, towns/cities and provinces for their development linked on social intercourse aided by quality education, employment, health care, poverty eradication and a just and humanely clean and healthy sustainable conducive access for all walks of life.
