Manuel “Nong” C. Rangasa is the Executive Director of Local Climate Change Adaptation for Development (LCCAD). He is the Resident Trainer for the Formulation of Local Climate Change Action Plan (LCCAP)/Barangay Contingency and Recovery Plan (BCRP) in the Philippines, duly commissioned by virtue of a Memorandum of Understanding, by the Local Government Academy (LGA) of the Department of the Interior and Local Government (DILG).
He advocated for the early passage of 2 laws, R.A. 9729 ( Climate Change Act of 2009) and
R.A. 10121 ( Philippine Disaster Risk Reduction and Management Act of 2010). He previously served as Project manager of the United Nations Millennium Development Goal Achievement Fund 1656: Albay Demo Joint Programme among the Government of the Philippines through NEDA, Government of Spain, AECID, and the United Nations Development Programme. He served as the First Executive Director of Albay-CIRCA under the leadership of the Philippine Green Economist Albay Governor now 2D Albay Rep. Joey Sarte Salceda, a former member of the Board of the Green Climate Fund (GCF), the finance arm of the United Nations Framework on Climate Change Convention (UNFCCC).
He was its Co-Chairperson (for Developing Countries) – the first Asian to chair the GCF. Salceda was also awarded as the First Senior Global Champion on Disaster Risk Reduction and Climate Change Adaptation by the United Nations International Strategy for Disaster Reduction (UN-ISDR). He is also the First Executive Director of The Climate Change Academy a product of CIRCA under Congressman Salceda’s leadership then as Governor of Albay.
